因特殊时期影响,全国各地学校尚未全面开学,各地学校仍在践行“停课不停教、不停学”的网课模式,除了各地学校开始进行网上授课外,在线教育市场迎来前所未有的火爆。但在网上授课引全民关注背后,在线机构却问题频出。国家有关部门针对在线教育接连出台密集的监管政策,传递出监管趋严的信号,企业也应当尽早树立合规合法意识。
 
 
根据“企查查”公开的数据显示,特殊时期,从事网络教育相关企业新增4238家,截至今年3月5日,我国已经有近23万家企业从事网络教育的相关业务。在2020年出在线教育再次进入发展快车道的同时,也传递出在线教育监管将持续增强的信号。
近两年,国家有关监管部门密集出台了一系列政策,线上线下同步监管的趋势明显。并且,教育部门、网信部门、工信部门、公安部门、市场监督管理部门等多部门都介入到在线教育的监管中。
 
北京市教委从2019年上半年开始重点治理“线上培训机构”,目前已经启动线上培训机构的登记和摸底工作。相关工作人员介绍,除了要求线上机构的老师也拥有教师资格证外,还将编制一些新的要求。
 
公示教师资格证这一标准的目的是为保障培训质量,维护受教育者的利益。去年12月中旬,南都教育联盟研究员曾选取18家知名度、市场份额占有率较高的K12在线学科培训机构进行测评,针对“教师资格信息公开”这一指标,当时只有三好网一家K12在线学科培训机构按规定公示。
 
教育部等六部门《关于规范校外线上培训的实施意见》提出了师资合格的监管要求,要求不得聘用中小学在职教师。从事语文、数学、英语、思想政治、历史、地理、物理、化学、生物等学科知识培训的人员应当具有国家规定的相应教师资格
据了解,三好网从创业之处就定位在具有教师资格证的专职培训教师,并从教师的资质、经验和实际效果进行全面的评估,从而把控授课品质。
 
对于在线教育来说,技术层面已经不存在问题。此次特殊时期,面对在线教育行业资源和形式丰富、多元的教学产品,如何保证线上教学质量、保障学生和家长的权益,成为人们关注的重点。也因此,在资质准入、教师资质、教学内容等方面的合法合规,是当下在线教育机构需要妥善面对和尽快解决的问题。
 
去年线下培训机构被整治之后,行业里有大量不合规的培训机构被取缔、关停,加速了行业的优胜劣汰,尤其是随着在线教育机构规范化的增强,大量没有自我造血能力的中小在线机构如理优1对1和学霸1对1倒闭。由此可见,此次特殊时期利好整个在线教育行业,然而,在线教育机构要树立合规意识、确保优质教学效果,才能更长远的发展。
